Nuevas tierras en Tolombon Salta

I am from Argentina and I would appreciate your opinion.
I have the opportunity to acquire a 33-hectare property in Tolombón, Salta, in the Calchaquí Valleys, at approximately 1,750 meters above sea level. The land is located very close to a river, although I still need to carry out soil and water analyses.
My question is: based only on these general characteristics, do you think this land could have good potential for establishing a commercial vineyard?
I would also like to know:
- What would be the main risks of planting vines close to a river?
- Which soil characteristics should I evaluate before making a decision?
- If you were considering an investment of this size, what studies would you consider essential before buying?
I know it is impossible to answer without detailed soil analyses, but I would be very interested in hearing your first impressions and learning from your experience.
